If you're able to bowl on the condition you're trying to drill a ball up for, then I would say put a piece of white tape on your PAP and see where your M Action is changing it's phase from Skid to Hook.
If the white tape is maintaining AXIS rotation down the lane, then the ball isn't reading the condition soon enough.
If it's losing AXIS rotation shortly after it comes off your hand, then the ball is reading the condition too soon and it's progressing through it's phases too fast that it hooks out before it gets to the pocket.
Based on that analysis, you can determine what layout may work better for you. Have you modified the surface on your M Action? I would tweak that a little too.
