Is the toe cap replaceable? If so what kind of glue do I use to secure it?

Yes.  Contact Cement.

But you are probably better off taking it to a cobbler as the tools, know how, and materials they have will be superior.  And all that I have ever dealt with charge so little for the work they did it seemed like a bargain if it had been twice the price.
