I "built" one from an electronic power drill with 1hp power. Ball cup is self made from a flower pot (blue) and a PVC water pipe end cap (grey, makes also a nice and cheap ball cup) as a water protection.
The drill has 2 gears and a reverse, and I use it on lowest forward gear with about 1.100 RPM, while speed can be controlled manually.
The heart of the whole thing is the sturdy drill mount, the silver thing at the base. Without it, vibrations etc. would not allow a stable work and I'd call it insecure. But for a spinner tour every now and then, it is O.K.
