I'd agree on that, but reverse cause and result. IMHO, an elbow "deviation" indicates something wrong in the swing path and/or release.
I have seen the "outside" follow through as a result of trying to rip the cover off of the ball, exagerrating the attempt to put revs onto the ball. The other way, weering off inside (Here in Duesseldorf call it "Carnival Greeting", since it look like the Carnival Prince's waving to the mases...) is often the result of either the attempt to steer the ball into the pocket (consciously or not), or of late timing, with a tendency to top the ball and a lower track.
I think that the different axis rotations assiciated with these styles is just one of the symptoms of the "disease". I am not sure if it is something to strive for, I'd rather prefer a straight pendulum and follow through, but influence axis rotation through hand position changes.
