I got the 16lb part down, get a heavy one, wtf is with this other stuff? Educate the newbie!!!

Pin Position, before drilling, is the distance from the Pin to the Center of Gravity.  Different lengths lend themselves to different drilling options and reactions.

Pin Position, after drilling, is the distance from the Pin to your PAP(Positive Axis Point)

Top Weight is weight concentrated at the top of the ball.  When you drill out the fingers, top weight compensates for the material removed to help the ball retain balance.

To expand on Dan's response,

Pin postion before drilling (AKA Pin out) and top weight determine the layout options.  And the layout helps determine the amount and shape of a hook.

Different bowlers have different preferences based on their style.  If you don't have a preference, I suggest going with a 2-3" pin out and around 2 oz of top weight.  But I wouldn't worry about it too much, yet.
