When you resurface you do a more througly sanding. 400 to 800 to 1500 and then polish, for example.
When you change the surface you just sand the ball/polish it to the grit you want.

getting a ball resurfaced is basically removing all the knicks, scratches, trackwear in the ball and bringing the ball back to box finish. In the proshop i work at a resurface consists of deoiling the ball(hot water and dawn bath), and then a resurface from 120-box finish changing the surface is adjusting the coverstock by sanding it up, down, or polishing it.
