what's the difference???

what's the difference between balls we use here and the "International" or "Overseas" balls???

Inferno Bowler: "Throwing a strike when the game starts is only a minor obstacle. Throwing a strike when you really need it in the 10th frame can be a whole different beast"   Parker Bohn III

Arsenal: UI / SI / OI (2) and Target Zone and soon to be added:  Scorchin or Strike Zone.

Lane conditions are often quite different overseas than here.  I understand the typically-Asian helicopter release was developed to combat extremely spotty and dry lanes over there.  Mika Koivuniemi's characteristic loft is supposedly due to frequently burnt heads but with some oil downlane.

Additionally, tastes in balls (eww?) in the Asian markets is different from the US.  More frequent releases and, according to Brunswick, particular color choices are the norm in the Far East.  Many over there prefer to buy new, "fresh" equipment rather than continue to work with older stuff.

i've seen a picture of cutaway ball like the HYPER ZONE .  it's an international ball with an inferno core.  are there any rules that states that these balls cannot be used here?

The intl release 's design usually depends on the USA release. May be
a little tweak for the Asian market. Start from Red Alert300, Big-B
have a new trend on the asian Market. They provide more high performance
ball for Asia. You see the Red Alert300 is a ZC green pin, Red Alert900
is a UI.... They also use Activator in the intl release. Moreover, they
use Activator + on the Red Crown (a Japan only AI). I talk to a insider
in Asia, he said more high performance ball will release in asia.
Like the Hyper Zone S/H. (use the inferno core).
And he said you can use the intl release in USA since they all USBC approved.

Most overseas balls are legal here. Check on Bowl.com before using one tho.

For USBS competition, that's generally true, but it may not be for PBA competition.  Overseas releases from, say, Brunswick will be no problem.  But a company like AZO, which primarily releases overseas now (I think), probably isn't approved.  As you said, check first, and if you're going to a PBA competition, check the PBA website as well.
