Do I need to sand it to 400 before using the factory high gloss finish ?

No, you can sand to whatever grit you want...

If you are looking for box finish, then sand to 400 then apply Rough Buff polish.

nope Andrew, if you are looking for box finish, sand it to 220 and apply rough buff..

Andrew is right. You can sand to whatever grit you want before polish. Depends on how much midlane read you want.. And depends on the condition and your style..
