A surface alteration can make a completely different ball out of what you have already. I went through 4 surface alterations on the Golden Nugget, got different and nice reads out of 3 of them but still could never get the thing to finish. I went through 3 surfaces with a Silver Streak Pearl that I absolutely HATED! but finally found a great reaction/hit out of it at 400 grit(yes....400 grit).
I still wouldn't say cover prep is 80% of reaction. With today's core dynamics and capabilities, the influence of the core and block design, the core shape/strength is a good 30-35% of reaction(ie. You can sand a v2dry to 600 grit but it's still gonna be a V2 Dry cause the block has no dynamics to it but roll).
