Yes, I work in a proshop. NO, I have never heard that it was illegal to touch a ball with acetone regardless of whether it was during competition or not. In the short 3 years i've been doing this, that issue never came up, and yes, I use acetone frequently to remove excess superglue when it has spilled over onto the balls surface. So I guess as you would say, I choose not to follow the rules. Also, last time I checked, it was the bowlers responsibility to make sure they're not doing something illegal, not the pro shops, as I have never attempted to break the rules with surface changes myself.
