It should work. The rule of thumb for flare safety, as I understand it, is to keep the pin on or above the line between the ring finger and your PAP. Unless you have a long span, your driller should be able to do this by moving the CG upward. Even with a long span, you could probably get away with using this layout without an XH by drilling the fingers deeper.
The 1L layout will result in more overall track flare than the 2E layout, with the pin-above drilling contributing more to initial length. From my experience with these layouts, 2E is better on tighter conditions where I need control, while 1L is better at opening up the lane from inside of the track.
IME with the layouts on the Brunswick drill sheet, top weight is pretty much irrelevant, because the CGs always end up close to the grip center.
On edit: I need to add the disclaimer that you'll want to consult with your ball driller before choosing a final layout; he knows your game *much* better than I do!
