Picked up NIB Raven Quantum last night, only thing is it's not a Raven, but it's not a Navy either...

It is Proactive. Bought one about a year ago, very mellow high flaring ball.

Makes me wonder if it was one of those unadvertised tour editions for someone at the time.  Not WRW Jr. though, since it is a 15# version.
