First, what information has made this determination??  I think we'd all like to know the details if you want an answer.

If he's got the good and you've paid for them, then yes, that would be intent to fraud if he's stated that they've been shipped and you've got (a) proof that he's stated that and (b) you've got proof he's still got them.

I'm sure someone in the area of Law could comment further, but those would seem to be reasonable conclusions to make.

Anyone know this guy personally....ie bowl with him??  If so...any help??

My suggestions:
1.) Call Kenny's Parents.
2.) Call Cartman (OMG - They killed Kenny!  LOL, JK!)
3.) If you don't get satisfaction from trying to contact his parents, then call the police and notify IC3. If you used Paypal, file a claim with them.

Kenny has had plenty of time to respond and make this right. He has not taken any responsibility in the matter (blaming others). He failed to honor the trade/purchase agreement he made with you. Let him suffer the consequences of his actions and poor decisions.

Mainzer, does the UPS tracking number state the package was definetly returned to the shipper?

This is what usually happens (well for me). If the package is undeliverable, either missing house number, street name or wrong address. UPS will sit on the package and attempt to contact the shipper.  At that time the shipper or even the receiver can contact UPS and give them the correct address before UPS ships back the package back to the shipper.  I have done this as a receiver when the shipper had the wrong address on the package. UPS didn't contact me but I checked online to see the status and saw it was sitting at UPS waiting for the information.
In your case I believe the shipper did not contact UPS so UPS returned the package back to the shipper. He should have the bowling balls back by now but the tracking number should tell you all the information you need.
Good luck!!
