I made a purchase for a friend of mine from someone
very highly recommended and he has very positive feed back.
Money cleared paypal on 11/08/2007 and I was told the order
would be made. A week went by and I asked for a tracking number
and only after I made a post on BBE for this person to get a hold
of me did he respond and no tracking number but he said he would check
and see what happened. Another week goes by and I ask whats going on and
his reply was "you haven't received the ball" I told him no I haven't again
he was going to check with his rep. and see what was going on. A couple days
later he tells me that they would be sending the ball to him and that he would
overnite it to the address that was provided. Still no ball and its Dec. 3.

One of the responses I got from another user on BBE was that he was very
busy. My response to this is if he's so busy why is he selling online.
I'm busy I work for the second highest court in my state and and I get
back to everyone in a timely manner when they ask questions or have a
request.
So what would you do?

File a Paypal complaint. That will get his attention by freezing the funds until a decision is made. When you get the product, you can release the funds.
Everyone runs into problems now and again, but if the seller is making promises and not delivering, that is a sign of trouble. I don't think you have much time left to do this.

Ditto.  You only have 45 days to file a complaint about not receiving the goods.  I think Paypal likes to give the seller 30 days, so you might have to wait a few more days.

Maybe I'm off base here but the way I read this post is he didn't have the ball in the first place...am I wrong ? If that's the case he's drop shipping from another source and he probably never would have a Tracking Number.

The one thing that got another user here in trouble a couple years ago was the same thing, drop shipping. IMO, if you don't have the ball you shouldn't be selling the ball, but that's JMO.

azguy, No you're not off base. Thats what happend after a week I asked
about the ball thats when he said he'll check with his rep. about the ball.
After another week he got a hold of me to see if the ball came in and I told
him is hadn't.He then got a hold me and said that a ball was being sent to him
and when he gets it he'll overnite it to me and give me a tracking number.

I have never dealt with him, that I remember and i am NOT wanting to tarnish anyone's rep on here, but as I said, seems to me he's selling something he didn't have. Just not the way I work. Maybe it's good, maybe it's bad, just not what I'd do, can't get real specs from something you don't have.
