I'm in the middle of the same thing... in my opinion, if you are going to sell a ball AND accept payment for it, you had best have the ball in your possession and intend to ship it. The seller claims to be selling the ball for a friend, who claims to have sent it, but can't provide a tracking number.. I was told everything from they couldn't make it to the ups store, to UPS delivered the ball to the wrong address, to it was just lost. Four weeks after paying for the ball and I still have nothing. I filed with paypal, but as stated above, the seller withdrew my payment and has no funds in his account, so therefore they are unable to recover any money for me. The seller then went on to tell me that he doesn't have any money to repay me either... I believe paypal does put a freeze on their account, but that doesn't do anything for me. my latest story is that I am being sent a replacement ball... Its not worth near as much as the original, but at this point, I would be happy to get anything. I'm just hoping it doesn't start this cycle over again!
Its a royal pain in the butt, but you have to file complaints, call, or whatever it takes to get resolution. From now on, I require any "new & unproven" members to ship prior to getting paid. Most have no problem with this...as its a chance to get positive feedback and show they are trustworthy... others whine and cry and don't want to do business (have even heard that they don't have enough $$$ to cover shipping charges...). These are the shady people who put this site in its current status. They are the ones that I don't care to do business with any longer.
TO make a long story short.. I'm not sure there is any really good method for recovering funds... file with paypal, the internet fraud complain center (
http://www.ifccfbi.gov/index.asp), and call they local police if you know there they live... I guess, for now, its the best we can do...
