I have the Action and love it. I was thinking about getting the Max and Attack or Action Packed. Which is the weaker ball out of the Action Packed and Attack, since they are on sale?

Attack and Packed are both weaker then the orginal Action. Max is the most aggressive of them all.  Out of the Attack and the Packed, the Packed is the weaker of the 2.  Hope this helps
