Need help refinishing a Throttle

I have a Throttle that I would like to refinish.  My house has medium to heavy oil, but with a very dry backend.  The ball doesn't seem to track well in the heavier oil.  When the ball was new, it had a dull finish.  

My friend suggested that I sand it with a 400 grit scotchbrite pad, then use polishing compound (fine) to bring it to a polished finish.  His thinking is that it would likely handle better in the heavier oil.

If you wish to bring your Throttle back to box condition you need to take it to 1200 grit and then use a dry towel in a spinner for dry buffing to give a smooth dull finish
