I think these balls are probably very similar. I haven't thrown a Cell (yet). I have a Resurgence drilled with the #3 drilling ( pin above bridge, CG in palm) and although I agree with the box finish you need alot of oil, if you put it at the same finish as the Cell (2000 abralon), it's very usable on the fresh (medium to heavy oil) and I haven't thrown a better oiler in my lifetime. Some people will tell you the Resurgence is an oil sponge and is meant only for heavy oil, but IMO, so is the Cell. I've seen Cells with 30-40 games on them(have a buddy who works in a pro shop) that bleed as much oil out of them in the Revivor Oven as Ones and NVs from Ebonite. I would imagine my Resurgence will be the same way.
I think it comes down to what you need as a bowler, if you need a little more help from the ball, I think the best bet is a Cell because of the Asymmetrical core and what you can do with it from a layout standpoint. If you're looking for a strong, but more controllable reaction, I would go with a Resurgence because of the symmetrical core. Not saying that the Cell can't be drilled to be more controllable, but I think the Resurgence is better for that based on what I've seen from the Cell so far.
