Is 1 1/2 oz. of top weight a good spec for a bowling ball ? 

14.1 lbs, 3-4" Pin, 1 1/2 oz. Top Weight

Depends on what you are trying to do with that ball
what kind of layout or reaction are you looking for

good driller will be able to work with that
shorter or longer pin distance is more of an issue than top weight
