Where is the best place to buy it?  Automotive paint store?  Online?

Unless you're going to buy packs of 20 (~$25 + $7-10 shipping), and are prepared to pay shipping costs, you are best off trying places like Lowe's,  Home Depot, Auto supply places like Auto ZOne and the paint supply places.

FYI they come in 6"x9" pieces.

Online it's like 8 plus a sheet with shipping.  There is an automobile paint store I can try.  I don't know if it's by the sheet or by the box.

Update, I bought four pads from Fastenal.  The cost was 2.69 each plus tax and 4.64 to ship to the store.  Probably not as cheap as buying packs of 20 but I would never use that many and not that many people need the gray pads.
