Going to resurface and de-oil a friend of mines' Storm Lock. Factory is 3000 sanded. Will start at 360 and de-oil. What grits after that ? Was thinking 500-1000-2000-3000.

I have a old (2012) Roto Grip for 3000
3000-grit:
1. 500-grit Abralon® - Sand for 30 seconds on all four sides with firm pressure 2. 3000-grit Abralon – Sand for 10 seconds on all four sides with light pressure

Wouldn’t that be considered 500-3000 ? The Lock is straight 3000.

If you search Storm Bowling Surface Chart you can look at a PDF published by Storm.
500 - 3000 is the recommended steps as shown by Tommy above
