I wrote the USBC about the change of legal use for the Clean N Dull and they said that a bunch of products were reclasified this year. They said that Clean N Dull leaves a residue on the ball and that is the reason for the reclassification.
"Last year we reclassified quite a few products. The decision to reclassify was made because of our improvements in analysis methods. You may still use Clean N Dull, but now it is classified as “approved before and after†certified competition.
Yes, this does mean you cannot use it during competition (only before and after) – no matter what the brand on the label.
I reclassified this product because it, as well as many others, leaves a residue on the ball. "
In regards to using the products that polish up the ball during competition:
"I am aware of the polishes you mentioned and after August 1st of this year, they will have been reclassified as well.
The rule you mention is one of a few that we may change in the future. As of right now, it is as it stands. "
