Cleaning bowling balls during competition

USBC rules allow players to clean their bowling balls during competition provided the cleaner used is on the allowed list. Do leagues and tournaments in the US generally follow this rule?

I ask because the practice where I live (Sweden) is to not allow the cleaning of bowling balls during sanctioned play.

Leagues do let you clean the ball, most tournaments only allow a dry towel.

A league, tournament, or organization could adopt an auxilliary rule that bars cleaning during competition.  

There are differences in sanding policies between the USBS and the PBA (PBA allows surface changes during competition, USBS doesn't in general) but the JPBA, the Japanese PBA, doesn't.  There was an issue with it this past fall during the Japan Cup when Duke started adjusting some of his equipment.

The USBC rules allow it. Most leagues that I know of have no specific rule against it; therefore, it is allowed. Oddly, many bowlers seem to believe it is not allowed but bowlers are famous for not knowing their own rules.

Many tournaments, like USBC's own national tournament, have specific rules preventing anything but a dry towel (and the bowler's hand) from ever touching the ball. Since the USBC allows it, this tournament-specific rule seem to imply they don't think much of their own "official" rule.

Even when we do know the rules, we more-often-than-not don't care anyway.  Witness the acetone debaucle that shows up every few months (and Lord, don't let this post start another one).

Shelly, the PBA does allow surface changes during practice , but not once competition begins.  The issue that Duke had in Japan was that you can't even make a surface change during practice, like the PBA allows.

You got to love it when the sanctioning body (USBC) has rules for leagues for every season and then has a different set of rules for its' own tournament.  I went through this about 5 years ago when it was the ABC Tournament.  I believe they had just passed a rule where the use of alcohol on your ball during competition was okay because supposedly it was proven that it did not change the surface of the ball.  I took it to the ABCs where an official saw me using the alcohol to wipe off a ball during one of the events and he told me if he saw me using it again, I was disqualified.  I looked at him funny like what was he talking about.  But, I had no choice but to stop using it.
