The second. Makes the ball read the lane earlier, for a more arcing reaction, and "shows" less differnce between wet/dry lane zones.
The polished surface will, by tendency, skid in the oily front part of the lane, show a sharper breakpoint and delay the hooking action, therefore creating more back end reaction.
