Changing the reaction

My wife is presently using a pearl reactive ball and has some problems with its skid/snap reaction.  If I take the shine off using a green scotch pad (by hand) would it change the reaction enough so that the ball would have more of an arc  rather than a skid/snap?

Yes, but in my opinion you should start with a white or grey scotch brite first.  I think green is very aggressive and can leave some deep scratches, especially when done by hand.  If you have a pro shop around I would recommend having them put it on a spinner for uniformity.  You also have the option of having it sanded with or against her track.  Sounds like perpendicular/against track will work best.  Usually they do this for $5.
