Is their a cleaner on the market that will remove polish with out using sanding material.

The cleaners that have abrasive compound in the cleaner will take the polish off. Track used to have one called Clean and Sheen that was used to remove scratches or prep before applying polish. Brunswick has one, Ebonite and others. Some of the cleaners will actually leave you with some surface on the ball because of the compound.

Polish is not a coating like paint or polyurethane that just sits on top of the ball. It changes the surface. Abrasion is the only method I am aware of.
