Does alcohol deteriorate the coverstock of a ball?   What are the side effects of rubbing alcohol on the ball?  does the % matter?

Pure alcohol will dry out the coverstock making it harder and more brittle.  Not a good idea to use straight.

I'm not sure I understand. What component of the coverstock will alcohol dry out?

The only way this could happen even remotely is to dunk your ball in a tub of alcohol, that happens all the time?????

Alcohol rubbed on with a clean towel is not going to hurt a thing.  Evaporates too fast.  USBC may have tested to find something different, but in the real world......  Alcohol works pretty well for cleaning dirt.

It works good for removing belt marks. It has absolutely no oil or grease cutting capabilities though

I use Isopropol Alcohol all the time at my pro shop.  It is great to use after polishing a bowling ball to get tackiness.  It is also great to clean off bowling balls with when dirty.  However, it will not clean off oil like cleaners do, so keep that in mind as well.
