Title: Proshop question

Is there any reason this Hammer 4D Offset i'm trying to resurface is such a pain in the butt?  I'm plugging and re-drilling the ball for a customer and I can't get the lines out of it.  

The lowest grit i've got in the shop is 220.  I help out at this shop on Tuesdays only so I don't have the say in getting lower grit paper.

Is this ball really that hard, was the coverstock a pain to work with when it was new?

Any answers from the proshop world?
