Well, If you're talking about Finesse-Ii, I know about and use a Finesse-It II. It is designed for marine fiberglass purposes and for auto polishing.
The marine version:
http://www.iboatingsupplies.com/b/Boat_Wax/3M_Finesse_It_II_Finisher_16_Ounce_Bottle_659115.htm
3M Finesse-it II Finishing Material 16oz
"Designed for topside paint systems to remove micro-fine sanding scratches or compound swirl marks. Leaves a glazed finish."

The auto version:
http://www.autosupermart.com/shop/3m39003.html
"Developed to quickly and effectively remove minor scratches producing a brilliant deep "wet look" shine. For best results use by machine. Contains no wax or silicone. Clear coat safe."

It has no silicone which can clogs the pores and it finishes with very firm pressure on a spinner to about 3000 grit. You can stop anywhere from 1000 to 3000, in my estimation. Very easy to use and gets a very nice shine/polsih without a lot of pressure.

What does "restore" mean to you? YOu have your own website, no?
"Restoring" generally requires more than just one liquid, no matter what that liquid is. What is wrong with your ball?

Dead Ball Syndrome, figures its a Columbia (Icon 2). Has 200+ games on it. Im gonna try out Hook Again. Hopefully that works. Bcuz i just tryed the Finnese out tonight, had same length, but backend was weaker. Even my Wild was out hooking it by 10 boards, and i was also stepped up half a foot with the wild also, playing the same line.

I'd try the safe standard techniques:
- remove the oil with a dish washer or hot water + dish-washing soap (like Dawn)treatment, then resurface with nylon (Scotch Brite) pads; then use Columbia's recipe for re-finishing their balls.
See http://columbia300.com/eps/eps.cfm
For the Icon2, they said: Sanding Process of 600 grit cross hatch, followed by  Polish with 3M Rubbing Compound.
