If you're doing just a casual scuffing, as implied by the word, versus a full sanding, then what I do is just put the nylon pad in the palm of one hand, lay the ball on it and spin the ball with the other hand, lightly about 1/3 to 1/2 a rotation at a time,letting gravity and the weight of the ball do the job.
Rotate the ball slightly and do a little more. The idea is to just "touch-up" the surface, as you seem to be implying, or, if the ball is polished, what this process does is what we often refer to as "cracking the surface" of the ball.
