I was wondering, do slip agents work increase length for bone dry lanes as well? Or is the effect diminished considerably without any oil to slip on?

Directionally, use of slip agents will increase length, as their use reduces the coverstock friction with the lane...
However, depending on how bone dry the lanes are, it may not make much of a difference. I've bowled on lanes (only once before) where plastic checked up and hook left as soon as it touched the lane surface. In that case, slip agent just wouldn't make much of a difference.

As Strapper indicated, everything is relative, but slip agent polishes increase the length, just like regular polishes do BUT their major effect is also to decrease overall hook and decrease the backend.
What they do to a normal ball is allow it to handle what I would think of as a full step less oil with 2 - 3 (or more) fewer boards in overall hook and 2 - 3 fewer boards of backend. It will convert most balls into control balls and give control balls virtually a urethane-like ball reaction.
While I would not apply a slip agent polish to a Nexxus or a Nano or a Defiant, I would apply it to a Karma or a Tropical Heat or a Rising Star or a Cyclone.
