I have a gravity shift thats needing some more polish. I usually take all of the polish off with the grit Im currently usuing. Can I just reapply polish without removing the old stuff first?

Sure, but the result might be a bit erratic. I am not sure if you do not clog up the covertstock pores without at least some slight sanding before the next polish turn? I would not do it, though, I'd hit the ball with a sanding pad first to get an even and really clean basis.
