can the surface of the ball determine how much a bowling ball flares up?

Very minimal if any.  Flare is more about the core and the layout.

i noticed that my natural flares much more when its dull as apposed to shiny. my fast which has the same layout as the natural flares much less. it is oob. im gonna try and see if it makes a difference with the coverstock

It flares earlier when it's dull. That allows you to see the oil rings because it's flaring in the oil in the heads and the midlane. As opposed to when it's shiny, it goes longer, skidding, before it starts to flare, saving the flare for the backend where it's drier and there's less oil to show the oil rings.
