Alcohol already has water in it. You don't need any more.
50/50 isopropyl alcohol and SG, if you must.

Didn't someone say that it was half alcohol, half simple green and half water?

I've upped my average, so up yours!

When I was mixing this stuff for myself, I used equal parts of good water, Simple Green, and 91% or 99% Isopropyl Alcohol.

I like the Simple Green/alcohol mixture as it dries in seconds rather than a minute or so.
I use the mixture when I am bowling as I can dampen my towel and give the ball a wipe before my shot if I want. No waiting for it to dry.
When I am at home, straight SG works fine.No hurry for it to dry.
