1 1/2 inch label shift

I was given a layout by Chuck at Track for a Crunch Time, and just wondering what is meant by label shift.  I'm sure my ball driller will know when I give the layout to him, but just out of curiosity in the mean time.  Thanks.

To me, a "1 1/2 inch label shift" is a layout where the CG is placed 1 1/2 inches from the centerline, in the direction of the PAP.
