Balance Hole strength vs. location

While reading an article on balance holes in the "articles & tips" section at bowlingball.com, they state that for a balance hole,"6 3/4 inches from the pin will be the maximum strength position for a balance hole, regardless of the pin's position relative to the PAP".  I've always thought that 3 3/8" measured from the PAP and either below or past the PAP would be the strongest position, so now I'm confused.  Which is the correct way to determine the strongest possible position?  Do you have to consider if the core is symmetrical or asymmetrical, or does it not matter what type of core it is?
