what effect would a symmetrical ball having a cg about 1/2 - 1 inch left of centerline have on the reaction of a ball with the pin being directly under fingers 12 0''clock also will this have a big effect on hitting power thanks in advance

Insignificant, whether you're right or left handed. After ball selection, pin to PAP distance and surface preparation have the most influence on ball reaction (ignoring lane conditions and the way the ball is thrown). Ending static weights have little influence. -- JohnP

But on symmetrical balls the CG is used to find the MB while it is not as strong of a MB as an asymmetrical ball it is still on none the less. Based on that, the ball will be a little weaker over hook and a little later compared to a CG on the centerline. It will not effect hitting power for sure. Nothing to be worried about.

I don't think that's the case. On a symmetrical ball, 6 3/4 from the pin in any direction "could" be the MB.

That is true but in laying out a ball that is how you do it. The MB on a symmetrical ball is much weaker and less important but you can use it to tweak reaction.

If the mass bias were significant the manufacturer would mark it. If it's not marked, forget about it. -- JohnP
