What is the natural difference in ball reactions with a pin under ring finger with the CG stacked below drilling vs pin under ring finger with the CG kicked outside the palm area with a balance hole drilling? Thanks!

Without a hole the reaction will be tamer, more round, and slighly farther down the lane. Once a balance hole is added, the reaction will be sharper, earlier, and might cover a few more boards. Just remember that without the hole, there is no difference unless the ball has a marked mass bias.

Remember, this is all relative to your axis point. You should try not to use your grip or finger holes as a reference point for where the pin is at. Pin under the ring is 4 1/4 inches for me. It is 5 1/4 inches for some people.
That said, the stacked layout will give you a stronger movement. Stronger mass bias placement, and the ball will store energy better and release the energy more abruptly without the extra hole.
The CG swung out puts the mass bias out by the verticle axis line to some extent, combined with the extra hole will make the ball earlier and smoother at the break point.
Any time you put an extra hole in the ball, the ball will lose axis rotation sooner and roll sooner than with no hole. This varies by where, how big and how deep the X hole used is.
