On the type of layout you want to put in the ball.  The further you want to put the CG from the center of grip, the lower the topweight you want, to avoid drilling a large balance hole.

  Not necessarily true. Sometimes you want to drill a deep hole to fine tune the reaction of the ball. If thats the case you would purposely order a higher top weight which would allow you to drill the balance hole you desire and still stay legal. Top weight is used as a tool just as the CG and bomb are used.

If my favorite layout is a 3 3/8" x 3 3/8" and I am drilling an Ace with a top weight of 1.95 and a 2-3 pin and want as strong of a layout as I can get, do I raise the pin higher and cg closer to my fingers, or just keep to the same stacked leverage?  My stats are in my profile.
