on label axis layout's, using a stronger coverstock would roll-out be a problem on house shot? medium speed 3/4 roller.

Too many variables to give a proper answer.
It depends on the condition not all house shots are created equally, your rev rate, axis tilt, axis rotation and the ball being drilled.
