I would check the flare separation before you plug it.
If the flares are too tight this will cause issues no matter what the surface is.
I would almost suggest smoothing the surface back up to get desired length and then add a weight hole to a increase the flare.
Surface dictates length and flare dictates how the ball transitions from oil to friction.

Yes check how much space is between the flares at the farthest point from the bow ties. The tighter or more on top of themselves they are, the more the ball sits on top of the oil creating too much skid. If you open up the flares the ball will roll more consistant.
