If I have a 2.5" pin out and 3 1/4 top can I have the ball drilled with the pin above and in between the fingers and still make it come out legal?

Thanks for the response Greg.  I originally wanted a 3 to 4" pin out but my driller got a 2.5" pin out AR with 3 1/4oz of top.  I want to drill the ball with the pin above and in between the fingers.  I also want to move the cg to 1oz of positive side weight.  I don't want a balance hole.
