In general, how far off the line from the pin to the mass bias could the CG be before the options for laying out a ball become limited such as needing a huge weight hole or only being good for a specific hand? Also, at what distance from the pin-cg-mb line does a ball become a Pro CG ball?

Too hard to say.  This depends on your desired layout combined with the amount of shift away from cg and the top weight involved.  

For example, you can shift 4 inches from cg if you have very low top weight and not have to have a huge weight hole and still have the ball meet USBC requirements.  However, if top weight is high, the correction hole will be substantially larger/deeper.

If I remember right, here's what we do.

1) Draw a line from pin to mb, find the midpoint
2) From midpoint of the pin/mb line, plot 2 points, 2 inches up and 2 inches down
3) Now draw a perpendicular line thru the midpoint extending 2 inches out on each side (these are our horizontal points)
4) Now connect the points on the pin/mb line to the points on the horizontal line and we should have a diamond shape

If cg falls outside this diamond area, it was considered a blem.  This measurement was used by only a couple of companies, other manufacturers may have a different measurement scale.
