Lets say you drill up a 2 of the same balls with the exact same layout, pin distance from cg and pap, same  weight hole...etc...

I know the reactions are going to be exactly the same...but

How would one ball differ from another if one had 1 oz of top weight over the other ball that has, lets say, 3.5 oz of top weight

would there be a noticeable difference, or would it be negligible...

Well if it was 3.5 oz of top weight after drilling the ball wouldn't be legal...

...but seriously a ball with less top weight would start to pick up a roll sooner and be a little bit more tame on the backend than one with a higher top weight.  How much of a difference would depend on the ball, condition and the bowler's physical game (speed, revs, etc.).

Goof nailed it....while the difference is minimal, the more top weight, the longer the ball goes before picking up a roll.
