(I personally opted for a weaker layout (don't know the exact numbers, but it's close to 6x3 or 6x4 with the pin underneath my middle finger). This means I will get strong ball movement, but not as strong as other people will see. However, it lets me play a little more direct and use surface to smooth out the reaction. This gives me a very, very forgiving ball on both house shots and sports shots, but it still carries exceptionally well)

1. Finger weight, as long as it's legal, has not one blessed effect on a dynamic cored ball, no less an asymmetric one, like the Cell. Mine has negative 5/8 oz side weight the ball is a killer of strong oil.
2. That drilling looks just fine, based solely on your PAP. HOWEVER, axis tilt and rotaiton could make that drilling less than desireable for you. All that should HAVE BEEN taken into account before drilling.
3. If you're seeing less than medium oil, BINGO! small wonder the reaction is bad. The ball is designed for medium-heavy oil for the avergae rev, avg ball speed bowler. Try either of these surface changes: 1. sand to 4000 grit and leave matte/dull (Stock is 2000 grit). 2. Sand to 600 - 800 grit and add adecent level of polish, but not a super high gloss. Both will get you more length and more backend, safely.

I just assumed the weight hole wasn't visible. Now that you say there isn't one, the ball cannot be legal as it stands, if it started with 3.3 oz of top.
I still find it very hard to believe that changes in surface did not change the breakpoint and the backend. Bizarre ball.
Be careful where you put the weight hole it can make some major changes to the ball. DOn't put it above your PAP, if at all possible. Drill the fingers deeper if necessary.
Why not find a good local pro shop before doing anything with that ball? You're going to need one anyway, aren't you?

Normally, for the avg rev, avg ball speed guy wanting to use it on medium oil, I'd suggest pin around 5" from PAP, for you, because your PAP is 1" up, that would mean pin above the area of the bridge, MB, 4" or so from the PAP, 75-90 degree PAP-pin-MB, more or less.
FYI I had a VERY hard time finding enough oil for my Cell so I tried the two surface changes. I all but guarantee that 4000 grit will make it go longer with more backend, on true medium oil, as will that 600 grit sanding plus polish. 4000 grit make the ball cover the ENTIRE lane for me. The 600 grit sanding made the ball retain a controlled backend when used with a light polish, preferably an abrasive-free polish.
