How to measure track circumference?

To Measure your diameter you are actually measuring the distance between the first ball track. Thus the closest track to the holes and the closest track to the holes on the bottom of the ball.

I'm trying to measure this on my ball, what is the easiest and best way, the explaination above is giving me a reading of 15+"?  What am I doing wrong...

You're best off doing this on your lowest flaring ball.
