Generally speaking, what reaction would a pin above ring with cg stacked below do? The ball has a 3in pin w/3.5 tw. What would happen if the cg was moved closer to my pap?

Generally speaking the pin above the ring finger will make the ball go farther down the lane before it hooks. Placing the cg closer to the pap makes the ball read the midlane sooner or sooner than stacking it.

With a symmetrical ball you won't see much difference unless you swing the CG out far enough to need a balance hole.
You will see a bigger difference between the drillings with an asymmetrical ball.

Hole location tendencies:
On PAP will keep the reaction and flare about the same.
Inside VAL and inline with PAP will reduce flare.
On or past VAL and below PAP will increase flare and cause the ball to react quicker to the dry.
