Yes that is VERY unusual for a higher mass bias ball like the Shift. While MB position is always relative to the bowler's PAP and its distance from the PAP, that one looks like the ball will have a very late and very minimal breakpoint.
Now if she has a very slow ball speed and higher rev rate, that
could beproper. I would not say it was wrong, but I'd be suspicious.
You'd have to ask the driller or watch the ball's reaction.
Of course if the driller is not aware of mass bias drilling techniques, he/she could have just ignored it and used only the pin and the CG.
If the ball weight is 13 pounds or less, it could have one of Storm's simpler symmetric core and not the asymmetric core which is in their 14, 15 and 16 lb balls. In that case, that drilling is just fine.
