counter hole

Does anybody know why the extra fourth hole is drilled?  The shop says that when you drill a ball more aggressive you have to drill the counter hole to keep the ball legal?  However, they really didn't explain why.

USBC rules require that a ball have a diffence of less than 1 ounce between each side. (As I understand it anyway.) So if you drill a ball where the CG is away from the center of the grip, it can make the ball side or top weight not conform to this rule.

Also, a balance hole can be used to modify the ball's reaction even if the static weights are legal, as long as they are still legal after the hole is added.  --  JohnP
