for no-thumb or 2handed bowlers, per USBC.."If you have a ball with no thumb hole, finger holes only, you may have up to three ounces of top (or bottom) weight.
If you want it to be classified as a thumbhole, you must be able to reasonably demonstrate that it can be used for gripping purposes. If not, then it will be classified as a weight hole. You can have a weight hole with no thumbhole but it must meet the same specifications. If you have a thumbhole that you cannot demonstrate that it can be used as such, you may not have a weight hole in addition to this."
